The U.S. Congress passed Pub. L. 101-343 in 1990, authorizing the President to proclaim November as National American Indian Heritage Month. President George H. W. Bush issued Proclamation 6230, establishing the observance to recognize Native Americans as original inhabitants and honor their contributions to the nation.
