The observance was established in 2007 through the Beijing Declaration, adopted at the 1st International Conference on Prevention and Rehabilitation of Hearing Impairment jointly hosted by China and WHO. It was originally named International Ear Care Day and rebranded to World Hearing Day in 2016.
