UNIMA launched the observance in 2003 following discussions initiated at their 18th Congress in 2000, where Iranian puppeteer Javad Zolfaghari proposed the idea. The date March 21 was approved in 2002 at the UNIMA Council meeting in Atlanta on the proposition of Dadi Pudumjee.
